The Shadow State: How a Secret Society Hijacked an Entire Country

It was being run from the shadows by a puppet master named Licio Gelli and his secret lodge of Freemasons known as Propaganda Due. Or, as the world came to fear it: P2.
This isn’t fiction. It isn’t a movie script. It is the story of how a mattress salesman, the Mafia, the Vatican Bank, and the CIA potentially colluded to subvert democracy, orchestrate terrorism, and murder anyone who got in their way. Buckle up.
The Raid That Changed History
March 17, 1981. It was a Tuesday. Police in Milan were investigating a strange kidnapping involving a fake banker. The trail led them to a luxury villa in Tuscany—Villa Wanda. It belonged to a textile manufacturer named Licio Gelli.
The police thought they were looking for financial records. Just boring paper trails. They had no idea they were about to crack open the darkest secret of the Cold War.
Inside Gelli’s safe, they didn’t just find money. They found a list.
It was a roster. A “Who’s Who” of the Italian elite. There were 962 names on that list. But these weren’t just random people. We are talking about the heads of all three Italian intelligence services. 44 members of parliament. Top generals. Admirals. Bankers. Media tycoons. Even the heir to the Italian throne.
Think about that for a second.
The people sworn to protect the state? They were on the list. The people making the laws? On the list. The people reporting the news? On the list.
They all answered to one man. Licio Gelli. A man who held no elected office. A man who officially sold mattresses for a living.
The Puppet Master: Who Was Licio Gelli?
Gelli wasn’t your average businessman. During World War II, he was a committed Fascist. A liaison officer to the Nazis. After the war, he worked for the CIA. He was a survivor. A chameleon. He climbed the ranks of the Grand Orient of Italy (the main Masonic body) but felt it wasn’t… aggressive enough.
So, he took over an inactive lodge. Propaganda Due.
His goal wasn’t brotherhood or charity. It was power. Pure, undiluted control. He built a “state within a state.” If you wanted a promotion in the army? You went to Gelli. If you wanted a loan from the bank? You went to Gelli. If you wanted a law passed? You kissed the ring.
God’s Banker and the Bridge of Death
It gets darker. Much darker. The tentacles of P2 reached all the way into the Holy See. This is where the story turns into a bloodbath.
Enter Roberto Calvi. They called him “God’s Banker.” He was the chairman of Banco Ambrosiano, one of Italy’s biggest private banks. He was also a member of P2. Gelli and Calvi worked together to launder money. Lots of it. We are talking about Mafia heroin profits mixed with Vatican investments.
The Vatican Bank (IOR) was the perfect shield. It was offshore, unregulated, and holy. Money flowed in from the mob, washed through the Vatican, and ended up funding P2’s operations. These operations included funding right-wing dictatorships in South America and purchasing Exocet missiles.
But then, the house of cards collapsed.
In 1982, Banco Ambrosiano failed. Billions were missing. Calvi panicked. He threatened to talk. He threatened to name names. He fled to London, looking for protection or a deal.
He found neither.
On June 18, 1982, a postman crossing Blackfriars Bridge in London looked over the edge. He saw a body hanging from the scaffolding. It was Roberto Calvi.
The details of the scene were chilling. Symbolic, even. Calvi’s pockets were stuffed with bricks. Heavy masonry bricks. Freemasons. Masonry. Get it?
Initially, police called it suicide. Which is laughable. How does a 62-year-old man with vertigo climb down scaffolding in a suit, stuff his pockets with bricks, and hang himself? He doesn’t. This was a message. A loud one.
Blackfriars Bridge wasn’t a random choice. Members of P2 referred to themselves as “frati neri”—black friars. The killers were signing their work.
The Strategy of Tension: Bombing for “Freedom”
Why did P2 exist? What was the point of all this money and secrecy? It wasn’t just greed. It was ideology.
During the 70s and 80s, Italy was known for the “Years of Lead.” It was a period of domestic terrorism. Bombs going off in train stations. Politicians kidnapped. Chaos in the streets.
For decades, people thought this was just communists fighting fascists. But the discovery of P2 changed everything.
Many historians and investigators now believe P2 was the engine behind the “Strategy of Tension.” The logic is twisted but simple: create chaos. Scare the living daylights out of the public. Make them fear for their lives every time they get on a train.
Why? Because a scared population doesn’t want freedom. They want safety. They want a strong leader. They want a dictator to come in and “restore order.”
P2 wanted to stop the Italian Communist Party from winning elections. So, they allegedly orchestrated bombings to blame on the Left, or simply to create panic. The Bologna station bombing in 1980 killed 85 people. It remains the deadliest atrocity in Italian post-war history. P2 members were later convicted of obstructing the investigation into that bombing.
They killed their own citizens to maintain political control.
The CIA Connection: Operation Gladio
You can’t talk about P2 without talking about the 800-pound gorilla in the room: The United States.
This is where the rabbit hole goes global. P2 didn’t operate in a vacuum. It overlapped significantly with something called Operation Gladio. This was a secret NATO “stay-behind” army. The idea was that if the Soviet Union ever invaded Europe, these secret armies would activate behind enemy lines to fight back.
Sounds noble, right? The problem was, the Soviets never invaded.
So, what do you do with a secret army full of explosives, guns, and anti-communist fanatics? In Italy, you turn them inward. You use them to influence politics. Gelli had close ties to American intelligence. He was the point man. The barrier against the Red Menace.
Was the CIA pulling Gelli’s strings? Or was Gelli playing the Americans? It’s hard to say. But the alignment was perfect. Washington wanted a non-communist Italy. P2 promised to deliver it, no matter the body count.
The Plan for Democratic Rebirth
When police raided Villa Wanda, they found something else in the safe. A document titled the “Plan for Democratic Rebirth.”
It was a manifesto. A blueprint for taking over Italy. But not with tanks. Not with a violent coup. Gelli was smarter than that.
The plan called for a slow, silent takeover. The goal was to buy up newspapers and TV stations to control the public narrative. To weaken the unions. To bribe politicians. To rewrite the constitution to create a powerful presidency.

It should. Because one of the names on Gelli’s list—member #1816—was a charismatic media tycoon named Silvio Berlusconi.
The Berlusconi Prophecy
Years after P2 was exposed and supposedly disbanded, Silvio Berlusconi became the Prime Minister of Italy. He dominated Italian politics for two decades. He owned the biggest TV channels. He owned the biggest publishing houses. He owned the football team.
Critics have pointed out for years that Berlusconi’s government program looked almost identical to Gelli’s “Plan for Democratic Rebirth.”
Gelli himself, before his death, said in an interview: “Berlusconi is carrying out my plan.”
Think about the implications. The secret society was “exposed.” It was “banned.” But the plan? The plan succeeded. The member #1816 rose to the absolute top. The shadow government didn’t disappear; it just stepped into the light and got elected.
The Unanswered Questions
The P2 scandal broke in 1981, but the echoes are still deafening today. It forces us to ask uncomfortable questions about the nature of power.
Who is really in charge? Is it the person you see on the news, standing behind the podium? or is it the people on the donor lists? The people in the private clubs? The people holding the debt?
We know about P2 because Gelli was sloppy. He kept a list. He kept it in a safe. But what about the lodges that don’t keep lists? What about the groups that learned from Gelli’s mistakes?
The investigation into P2 was shut down eventually. The villa is quiet now. Gelli died in 2015, taking his deepest secrets to the grave. But the structure he built—the nexus of media, money, and politics—is the blueprint for modern oligarchy.
What If P3 Exists?
In 2010, Italian investigators uncovered what they called “P3″—another secret group trying to influence the constitutional court. It never stops. The names change. The acronyms change. But the game remains the same.
The story of Propaganda Due is a warning. It is a reminder that democracy is fragile. It can be bought. It can be subverted. And sometimes, the greatest threat to a nation isn’t a foreign army.
It’s the guys in the nice suits, shaking hands behind closed doors.
