They worried that the American public would never support their radical plans for military expansion without “some catastrophic and catalyzing event – like a new Pearl Harbor.”
One year later, they got their wish. The tragedy of 9/11 became the “new Pearl Harbor” they needed. It provided the emotional fuel and the political cover to execute a plan that had been sitting on a shelf for years. The target was always Iraq. The WMD story was just the marketing campaign.
